A slow-moving storm dumped nearly 6 inches of rain in some part of Alabama Wednesday morning, overwhelming the Birmingham area with floods that prompted more than 40 water rescues, according to officials. Video shows a deer tentatively escaping floodwaters encroaching on a wooded residential area in Hoover, a suburb of Birmingham. It has never flooded this much, said Dr. Joshua C.
